My suggestions, in order, are: 1) buy a new mill, 2) buy a used mill, 3) buy just the saw carriage and build the rest, 4) design and build. You will need a lathe, mill, drill press, power metal saw, welders. If you have to have machine work done, figure at least $50 per hour. Most materials will be bought at retail prices.

I built my mill, looking at pictures of mills on the internet. My plan was to push the saw through the log. I installed hydraulics to raise and lower saw and also move it through the log. It sounds like you know how to build one, go ahead and add the helping hydraulics. Mine cuts just as straight as any others.

Put all of that together in my head, made a sketch in about 5 minutes, then went to my 10'x20' shed with my $350.00 wire welder, $350.00 torches and my $10.00 4" angle grinder, and got to work.
