Another trick I use with 80% frames is to use drill bit shanks to line up the plates to the 80% frame.

I think you can get by with a small vertical mill much more easily than a small lathe for gunsmithing tasks. Get a lathe that's, preferably, big enough to work on barrels between centers and with a large enough spindle bore to do work at the chuck with the barrel passing through the spindle too.
